Chakra for usage:

Each user is allowed to create their own jutsu, but here are the restrictions.

AS-Can only use E-rank jutsu, and have a jutsu cap of 5.(3 basic ones don't count)
Genin-Can use E & D rank jutsu, along with being able to use two C rank jutsu. Jutsu cap is 12.
Chuunin-Can use E-C, along with 3 B-Ranked jutsu. Jutsu cap is 25.
S-jounin-Can use E-C, along with 5 B-Ranked jutsu. Jutsu cap is 30.
Jounin-Can use E-B, along with 5 A-ranked jutsu. Jutsu cap is 45.
Anbu-5 Extra jutsu slots.(chuunin and up can be anbu).
Sannin-Can use E-A, along with 3 S-ranked. Jutsu cap is 60.
Kage-Can use E-S. Jutsu cap is 80.

Woundent it be better to Let people come up with their own Jutsu, and Mods deside wither they are accseptabel or not, Like in the old one? or is this for Genaric Jutsu? (Like Transformation, Summoning, Shadow Clone Ect) or for Submmition of said Jutsu?

how are we gona do the Chakra? anyone thought of something?

I was thinking to let users create 10 of their own.

edit: I was thinking to make each jutsu take up a certain amount of chakra.

How will we moniter that though, will it only be in PvNCP? or both? when me and Ayaname did, we'd go realy fast, does this mean there would have to be a Mod Present for others to RP?

Well, you could both post your health/stamina/chakra in the beginning and then simply subtract the chakra based on what jutsu you used.

How would recovery go? If you read our RP's their are several times were there was a Time Jump, would it regain after everyfight, and does enemys as in Story builders count towords use as well or only when Fighting PvP?

No enemies will basically have unlimited chakra, but not unlimited health and enemies do count.

Hum..Ok, ok, what about recovery?

After every battle, except in PvE stories such as missions, after a battle you may only regain half, and regain a bit hp depending on how much your injured.

but there still need to be regeneration... as like... ppl going to lets say something like hot springs... or just go to sleep in RP..

i just really think... there MUST be a way to recover completely

Going to sleep for say on a mission camping out would do it, but like I said you recover after every RP topic/mission/pvp.

i wouldnt think that kage and sannin would have thaaat mch diffrence between their jutsu cap

also... anbu can also be chuunin... so wouldnt it be weird if a jounin anbu would have the same amount of jutsu as a normal jounin... and a chuunin anbu would have as much as a jounin.. more than a normal chuunin...
maybe make it like this that if youre in an anbu... you get 2-5 more jutsu ... or something along those lines

Here this for a Idea, SJ: E-B, Jounin: E-AS, Sannin:E-S, Kaga:E-K
K= Kage only Jutsu
AS= More Powerful that most A rank jutsu, but not strong enoght to be S rank (exsample, High rank Summons, Mult-Shadow Clone, unfinished Unfinished Rasenshuriken[finished is a defenet S rank] ect. ect.)

Sannin: All three of them used Jutsu that were planly S rank (ressurection, toad Stoumch, that fast healing on[forget it's name] and a few others).

or ANBU can use one rank above the normal cap, (still like the K-rank and AS rank thought)

Too complicated, don't want to add any other ranks and being able to use one cap up as an anbu is a bad idea. A chuunin could have an A-ranked jutsu.
