It was an event. I'm not entirely sure, as I wasn't online either, but this is how I hear it:
It was Kirachan's birthday, so in honor Zane made a small event. When wandering around you could run into either Kira, or Death God (I think).
When Kira was killed, he'd drop a "Death Note" which could be used to kill the Shinigami (when killed you'd get a special Kimono, which offers 4-5% reduction on elemental damage).
People abused this Death Note and used it for raiding instead of the event (instantly killing villagers), so Zane stopped what was happening and turned it into some sort of question (this part I'm even more unsure of x.x) But the first 20 people to PM the event character "L" would be awarded with the Kimono.
