I've also noticed that most of our village's rouge ninjas are mostly staying in Casino's all day long. If they are that inactive, how come their character's aren't deleted? And why do they never leave the Casino to train or fight? Don't they get bored or something?

I believe they can train at the casino, they don't leave the casino because they don't want to be attacked or robbed. They have to be inactive for a certain period of time to be deleted, and I think that if someone is chuunin or higher, the time is higher.

And also, can they be "captured" then returned to the village so we can get the bounty reward? Or do we try to defeat them and after we defeat them, we instantly get the bounty reward?

You just attack them, beat them, and then get the bounty, like so:

Hey Ryu, there are some changes to the bouties on the bounty list so you may want to edit your post again.
P.S, who is this ZaneLegend guy? He has the rank "Do Not Attack" and I've never heard of that kind of rank before.

I'll get around to editing them. As for zanelegend, he is the admin in charge of events, also know as tdragon86. He has a custom rank, he put that as his rank because he dosn't want anyone attacking him.

They can go from one village point to another like teleportation!? I would so love that kind of ability.

No, not leave. It is basically teleportation. We don't have to leave our villages.

those are most pobably ryos accounts..they do serious crimes there and are safe from being atk and getting rob at the casino 3.11
