new requirements and caps

finally new requirements and caps were uploaded...

seems like jutsu caps stay the same... but generaly said... they either stayed the same or became higher...

hmm.. i have workes so much to cap my pools and i was almost... hmm the only thing that comes to my mind that commander won't be so overpowered right now!

SJ = 500k Hp
commander = 2,5mi Hp

people better becomes commander rather than stay SJ
its ok about the requirments
but see the capped of HP...even commander and SJ have a same stats, commander can easily win because of hP
they should increase Hp of SJ also
at least 1,5 mil XD

hm.. i would give sj 1 mil hp and jounin about 500k hp it would be the best because then i think it would be like 2,5sj=1commander and it's fine for me..

im in glacier and wanted to do diplo for their tier jutsu... now im training weapon off to raise my pools
